Korean Cosmetics Manufacturing: Step-by-Step for Saudi & GCC Brands

Why preparation is important before reaching out to a Korean Cosmetic Contract Manufacturer

Cosmetic contract manufacturing in Korea can be overwhelming — especially when coordinating formulation, packaging, testing and Saudi/GCC market requirements across time zones and languages. But there is good news: the entire end-to-end process is predictable once you have followed a specific process and worked with the correct Korean OEM/ODM manufacturing network.

This article will outline:
• What you need to prepare before reaching out to a Korean cosmetic manufacturer
• How the Korea manufacturing process works (from concept to delivery) (Korea -> GCC)
• What we do as a Korea-based Partner Supporting Brands in Saudi & the GCC

Working with various Korea – GCC projects over the years, I have noticed one thing that happens repeatedly:

Korean factories can work extremely quickly when the brief is well defined and decisions are made early (especially with regards to packaging and compliance). Most of the delays occur because the targets were unclear, late changes were made to packaging, or compliance was treated as an “end-step” instead of a “day-one” requirement.

1) Preparation Before Starting Manufacturing

A) A clear product description (even if it’s very basic)

Before approaching any Private Label Cosmetic Manufacturer or Korean OEM/ODM Factory, you should clearly define:

  • Type of product: Skincare / Makeup / Sun Care / Hair & Body
  • Target consumer + price-point: Mass / Masstige / Premium
  • Primary performance objective: E.G.: Lightweight sunscreen feel, High-coverage yet breathable foundation, Brightening Serum with fast absorption
  • Reference products (1-3): What you would like to emulate or surpass (Common in the GCC)
  • Launch Window + First Order Quantity: Your initial MOQ Plan + Scale-Up Plan
Having a simple yet clear brief will reduce sampling rounds and prevent cost/time surprises down the line.

B) Compliance from Day One (Destination Market = Saudi Arabia)
If you plan to sell in Saudi Arabia, product listing/notification is done through SFDA’s unified portal GHAD (historically commonly referred to as eCosma). SFDA’s own guidelines state that listing/notification is simply the listing of the product in SFDA’s records and does NOT imply that SFDA has assessed the product’s safety and that the notifier/responsible party is responsible for ensuring compliance.

Operationally this translates into:

  • Do Not “Finish the Product First and Then Worry About SFDA.”
  • Ingredients + Claims + Label + Documents must all be considered simultaneously and as part of a parallel work stream from the outset.

C) Direction Regarding Packaging (Because Packaging Influences Testing + Timelines)

Early in the process you should decide whether you would like to use:

  • Stock Packaging (Quicker; Generally Less Expensive); or
  • Custom Packaging (Stronger Brand Impact; Longer Lead Time)

Packaging is much more than branding. It influences:

  • Compatibility Testing (Formula → Packaging Interaction);
  • Production Readiness and Timelines (Mold, Component, Printing Lead Times).

2) Steps for Manufacturing in Korea (Simple; Practical; Followed)

Our Korea-to-GCC projects generally involve the following five main steps:

Step 1: Initial Consultation & Project Qualification

We align your brand vision with your target market (KSA/GCC), category, budget range, quantities, and timeline so that the scope is realistic before development commences.

What Makes This Step Fast in Korea: When the Brand Confirms Their “Non-Negotiables” Early (Texture Target, Finish, Fragrance Level, Packaging Direction, Price Range).

Step 2: Product Formulation & Sampling (OEM/ODM)

We suggest product directions consistent with GCC preferences and then work with qualified Korean manufacturers to produce samples.

  • You Receive Physical Samples
  • You Provide Structured Feedback
  • Revision Rounds Refine Texture, Sensorial Feel, Performance, and Stability Targets

Week-Saving Tip: Avoid Providing Feedback Such As “More Luxury.” Provide Measurable Feedback Such As:

  • “Less Sticky After-Feel”
  • “Faster Absorption”
  • “No White Cast Under Indoor Lighting”
  • “Lower Fragrance Intensity”

Step 3: Design & Packaging Development

Once the Formula Direction Has Been Approved, We Help Select Packaging That Is Consistent With Your Brand Identity And GCC Expectations.

You Will Receive:

  • Design Mockups (Label/Artwork Direction)
  • Packaging Samples (Component Options)
  • A Final Packaging Spec For Production

Step 4: Final Approval & Production Setup

After Approving the Formula + Packaging + Design, We Lock:

  • Final Pricing
  • Final Specs
  • Production Timeline
  • Document List for Your Destination Markets(s)

Production Does Not Begin Until All Items Are Confirmed. This Helps Prevent Last-Minute Surprises.

Step 5: Manufacturing & Delivery to the GCC

We Oversee Production, Run Quality Checks At Key Stages, and Coordinate Shipping Logistics. Products Arrive Ready for the GCC Market with Documentation Prepared for Your Compliance Pathway.
